Open the Halo shortcut that you use, go to properties, and in target type this with a space before it, outside the quotes:
-console
So it will look like this:
“C:/program files/microsoft games/halo/halo.exe” -console
The path may differ depending on where you installed the game (what drive, etc.). Click apply and the ~ key should bring up console from now on (you have to use that shortcut).
