Yes when a cheat is activated achievements can’t be unlocked. My suggestion is beat game fair and square first then in the end have all the fun you can with cheat codes.
Certain cheat codes will disable certain achievements.
For example, if you use the “Full Health” cheat, it will prevent the “Clean the Mean Streets”, “Finish Him”, “One Man Army”, and “Walk Free” achievements from being earned.
I’ve heard nothing to indicate that they will cause you to not complete the game, but if you want achievements, better to get them before using codes.

Spawning cars/motorcycles/heli’s/boars does not block achievements, all the other cheats do.
