There are many cheats for GTA IV, unfortunately there isn’t an actual money cheat.
The best way to get money fast is to stand outside Stevie’s garage (in Bohan, just to the east of your safehouse) and repeatedly use the “spawn Super GT car” cheat. Drive the car into Stevie’s garage and he will pay you the value of the car ($11,000). You have to complete all of Stevie’s text message missions first though.
GTA IV cheats are entered by dialing numbers into Niko’s phone. The number for a Super GT is 227-555-0168. See below for a full list of cheats. (The link says PS3, but it’s the same for Xbox 360 too.)
